India has embarked on an ambitious journey to secure its energy future, with the Union Cabinet greenlighting a monumental Rs 84,084-crore initiative. This game-changing ‘Samudra Manthan’ National Offshore Exploration Scheme aims to significantly ramp up domestic oil and gas production, directly addressing the nation’s soaring import dependency. It’s a bold stride in offshore oil exploration, promising not just energy independence but also a wave of new investments into a critical sector.
Approved on Friday, this Central Sector Scheme, under the vigilant eye of the Ministry of Petroleum and Natural Gas, will funnel substantial financial assistance into deepwater and ultra-deepwater exploration until FY 2030-31. Think scientific drilling, exhaustive seismic surveys, and the foundational infrastructure needed to bring these elusive energy reserves to fruition, as outlined in an official statement. Imagine the colossal undertaking: providing up to Rs 650 crore for every exploratory well drilled in these challenging deep-sea environments. These aren’t trivial ventures; they are fraught with staggering costs and significant geological uncertainties, where success is never a guarantee.
Investing Big in Offshore Oil Exploration
The gargantuan Rs 84,084-crore outlay isn’t just a number; it’s a meticulously planned investment. Over the next five years, a hefty Rs 43,200 crore is earmarked solely for deepwater drilling. Furthermore, Rs 10,000 crore will partially finance the common offshore infrastructure essential for new discoveries to actually start producing. An additional Rs 28,534 crore is allocated for crucial offshore data acquisition, while Rs 2,000 crore will foster specialized oil and gas manufacturing and services zones, creating a robust ecosystem for exploration and production.
Experts reveal the extraordinary scale of these operations: drilling a single well in ultra-deepwater areas, where depths plunge beyond 1,500 meters, can easily chew through anywhere from USD 100 million (approximately Rs 950 crore) to USD 250 million (around Rs 2,400 crore). And still, there’s no iron-clad guarantee of striking commercially viable reserves. This underscores the scheme’s vital role in de-risking such crucial, high-stakes endeavors.
Why this urgency? India’s reliance on energy imports is stark. The nation currently procures around 88 percent of its crude oil requirements from overseas, a sharp increase from 77 percent just a decade ago. Roughly half of its natural gas consumption – critical for fertilizers, electricity, CNG, and cooking gas – also originates abroad. Recent global conflicts, shaking the international energy trends, have only amplified the dire need for domestic energy security.
The government harbors high hopes: this push for offshore oil exploration is expected to accelerate discoveries across India’s offshore basins, unlocking a treasure trove of hydrocarbon resources and drawing unprecedented investment into the sector. The initiative envisions large-scale seismic surveys, exploratory and scientific drilling in frontier regions, and the establishment of common offshore production and evacuation infrastructure. This includes plans for an integrated oil and gas manufacturing zone, digital management tools, advanced technologies, capacity building, and global collaboration. Officials anticipate the initiative could uncover over 600 million tonnes of oil equivalent (MMTOE) of hydrocarbon reserves, creating jobs and bolstering domestic manufacturing.
This ‘Samudra Manthan’ scheme isn’t an isolated event; it builds upon a decade of significant reforms in the upstream oil and gas sector. Since 2016’s Hydrocarbon Exploration and Licensing Policy (HELP), which replaced complex Production Sharing Contracts with revenue-sharing models and introduced the Open Acreage Licensing Policy, India has consistently modernized its approach. The ‘Samudra Manthan’ vision itself stems from Prime Minister Narendra Modi’s 2025 Independence Day address, where he passionately called for a contemporary effort to harness India’s offshore energy wealth. This latest effort in offshore oil exploration continues that unwavering commitment to national energy self-reliance.
